    Because she originates froma proto-Indo european fire goddess predating Vulcan (Hephaestus was a pre-Greek god) forge god.

    Some even theorize that Vedic Agni was also originaly female and that this kind of goddess presided over the votive and purification rituals, since fire was seen as purifying and that it brings the gods the essence of the sacrifice.
