      Basically that verse is talking about if you are married and you are daydreaming about other women then you are committing adultery in your heart and mind.       It was made at a time when people generally married early and were generally agricultural workers, so having strong families was a must and fornication and adultery could really frick shit up. The problem is that now people aren't getting married until late if they're even able to at all and having loads of kids is an economic burden rather than boon so the Christian morals are coming into conflict with the modern day realities.
